Two senior appointments have been announced within the waste management sector with Peter Mills, managing director of Panda (UK), moving to private equity firm Iona Capital and Amey appointing Simon Houlahan as southern business director.
Peter Mills, who is well-known within the organics sector, is to leave Panda next month (November 2017) and join London-based Iona Capital as its director of operations with responsibilty for asset performance.

Mr Mills started his career within the waste regulatory side of West Sussex county council before joining the Environment Agency in the mid-1990s. He later joined Onyx (now Veolia), working on Project Integra in Hampshire and then spent 14 years with Veolia before joining New Earth Solutions in 2006.
Most of New Earth Solutions facilities – it was a developer of composting and MBT plants as well as an energy plant – were acquired by Irish waste business Panda Green Ltd twelve months ago in October 2016. The energy plant was not acquired. And, last week Panda announced a further acquisition in the UK of WSR Recycling, a commercial and industrial waste business in Cheshire, and it is also expected to make further acquisitions in the UK.
Panda has a number of significant local authority contracts including an MBT plant in Avonmouth, work for the Dorset Waste Partnership and Bournemouth council in Canford and at Blaise in Kent.
In a statement, Iona Capital said: “Peter has considerable experience of composting, AD and MBT technologies having previously held relevant positions within the Veolia Group.” Other former Veolia employees at Iona Capital include Mike Dunn and John Kutner.
Iona Capital’s portfolio includes 20 biogas plants, primarily anaerobic digestion.
Simon Houlahan
Services and waste management business Amey, announced this week the appointment of
Simon Houlahan as business director to oversee its environmental services accounts in the South of England.
Mr Houlahan – who will also sit on Amey’s Environmental Services Executive Team – will oversee municipal waste and recycling collections, grounds maintenance and street cleansing services.
Amey works with a number of local authority customers in the South, including the City of London, Isle of Wight, Ealing, Redbridge, Dartford and the Joint Waste Solutions partnership in Surrey. He has previously worked as a regional general manager for Cleanaway and also at Westminster’s MRS Environmental and at Veolia.

Amey’s Environmental Services Managing Director, Rob Edmondson, said: “Simon began his career in waste management and environmental services and more recently held a chief operating officer role in the aviation industry, where he demonstrated strong financial and strategic leadership.
“His new role will be key to growing relationships with our existing and new customers in the local authority market as Amey continues to cement its position in the industry.”
Mr Houlahan joins Amey from TCR Group, where he was chief operating officer for the UK, USA and Ireland. TCR is a provider of ground support equipment services to the aviation industry. Amey noted that “During his leadership with TCR he also oversaw a number of acquisitions and was successful in creating joint venture and customer partnerships.”
Mr Houlahan is one of three operational business directors on the Amey Environmental services executive team, alongside Bob McBride (business director north) and Jon Callaghan (business director, waste treatment and commercial trade waste).
Amey added that: “Jon will be overseeing Amey’s growing presence in the waste treatment market, which will involve Amey commencing full operations at new facilities in Milton Keynes and North Yorkshire in the coming months. A new facility is also in construction in the Isle of Wight, while a proposal for an energy from waste plant in Cambridgeshire was recently announced.”
