A waste management company in West Norfolk will have its standard national operator’s licence revoked from the end of the year after the company was found to have “seriously compromised road safety on numerous occasions.”
As a result of a public enquiry (19 September) into the matter, two of Glazewing’s directors, Jonathon Miles and Simon Miles, have been disqualified as transport managers with immediate effect. The disqualification is for 24 months.
However, the company, which is based at West Dereham, is permitted to apply for a new operator’s licence.
In his written decision (30 September) Deputy Traffic Commissioner for the East of England, Mr Miles Dorrington, described multiple breaches, including “un-roadworthy vehicles had been operated on the road.”
Mr Dorrington said this was a case where non-compliance took place over a long period of time. He added: “Road safety had been compromised on many occasions, sometimes in a very serious manner.”
Maintenance
The public enquiry heard how on 26 July 2016 both an announced maintenance investigation undertaken by DVSA vehicle examiner Howlett and an announced Traffic Examiner Investigation undertaken by Traffic Examiner Ross were deemed ‘unsatisfactory’.
The findings of one report were that vehicles that were not signed off as being roadworthy were put into service on the public road.
Mr Dorrington also said: “The operator had attracted five fixed penalty notices for its vehicles being in a dangerous condition. None were reported to the Traffic Commissioner.”
Efforts
In his decision, Mr Dorrington said: “The efforts made by this operator are too little too late. The conduct of this operator’s directors fell short of the bare minimum that is expected from them to ensure compliance.”
