Casepak secures gate fee contract for MRF sorting

Leicester-based Casepak has beaten off nine other tenderers to secure a two year contract to process mixed dry recyclables.

The contract, which starts with a six month fixed price deal, has been awarded by Cherwell district council and South Northamptonshire council. It involves up to 20,000 tonnes of mixed dry recyclables and is due to start next month (February 2018).

When contacted by letsrecycle.com, Ed Potter, assistant director for environmental services at Cherwell confirmed that that the authorities will be paying a gate fee to Casepak for the materials.

He also explained that the contract has a fixed price for six months and then there will be a review of the markets. For the local authorities, Mr Potter said this means there is a “shared risk and shared benefit”. After this point, other authorities from Northamptonshire or Oxfordshire may wish to join the contract, he said.

Cherwell operates a kerbside collection of mixed materials from 62,000 homes, while South Northamptonshire collects mixed recyclables from 38,000 homes.

The materials will be sent to Casepak’s materials recycling facility (MRF) in Leicester and will include paper, card, cardboard, metal cans, plastic bottles, trays and tubs, drinks cartons, foil, aerosols and catalogues. Glass jars and bottles will also be collected and sent to the MRF as part of South Northamptonshire’s kerbside collection.

The two year contract was awarded on 21st December 2017, with an option of a four year extension.

Commenting on the current contract, which is held by UPM, Mr Potter said: “Both councils gained considerable income – but now markets have changed, we’re moving to a gate fee which does have a big financial impact.”

The contract with Casepak is seen as coming at a “competitive price” and with 10 tender bids received, this allowed the council to gauge the costs.

Following the contract award, Georgina Cullen, Casepak’s business development director, said: “We are delighted to be working in partnership with Cherwell and South Northamptonshire. This new contract will play a huge part in boosting recycling rates for each authority, and we will work closely with them to help educate residents about recycling best practice at home.”

‘Best value’

Cllr Dermot Bambridge, South Northamptonshire’s portfolio holder for environmental services, said: “With 10 bids it was a competitive tendering process but Casepak represented best value for both councils and gave us confidence they would be able to help South Northamptonshire maintain one of the highest recycling rates in the country.”

Cllr Debbie Pickford, Cherwell’s lead member for clean and green, added: “Casepak’s location in Leicester means our waste will spend less time on the road and will lower our emissions. And following assurances about end markets and the sorting process we are looking forward to working with them and continuing to provide a quality service to residents.”

According to Casepak, its MRF has the capacity to process up to 165,000 tonnes of material each year, recovering 95% of the material processed.

The company already holds contracts with a number of other authorities to process mixed recycling, including Leicestershire county council, Erewash borough council and Rutland county council.
