Biffa wins Tandridge collections contract

Tandridge district council has awarded a contract worth £2.5 million per annum to Biffa for the collection and transport of kerbside residual waste and recycling.

The contract, published on 8 December, will run from April 2021 for an initial 8-year term, with the option to extend for up to two 8-year extension periods. The value of the contract could reach more than £60 million over 24 years.

It will see Biffa carrying out the collection and transport of all kerbside materials, including garden waste, bulky household waste and materials from static collections and bring banks.

Preparations

In a meeting on 11 November, the council discussed preparations for the new contract, which includes the purchasing of new refuse vehicles which will be leased to Biffa to carry out the work.

Under the new contract Biffa also plans for the improvement of its facilities at the council-owned depot in Warren Lane, Hurst Green.

The council confirmed that a planning application had been submitted by the company for a replacement portacabin and an electric charging point facility at the depot.

Biffa held the previous contract with the council since 2005, worth an estimated  £2.2 million per year.

In a 2018 meeting, the council discussed the possibility of joining the Surrey Joint Waste Collection Contract (SWCC) which covers Elmbridge, Mole Valley, Surrey Heath and Woking (overseen by Joint Waste Solutions and delivered by Amey), rather than extend Biffa’s contract.

The council resolved not to proceed with the joint waste partnership, and commenced negotiations with Biffa for a 6 month extension to the existing waste contract, with the option to extend further on the base of 3 lots of 2 months.

The council negotiated to extend the contract with Biffa for a year before issuing the tender, in which Biffa was the only company to bid.
