Biffa secures Waverley collections contract

Biffa has been awarded an eight year contract worth £4.7 million a year for the collection of refuse and recycling in Waverley.

The new service will see the introduction of a textile and a small mixed WEEE kerbside collection across the borough, once it begins in November 2019.

These will be in addition to the existing refuse, recycling, food, clinical and green waste collections which already operate within the area.

‘Quality’

According to a document for a meeting of the council’s executive earlier this month, a “huge amount” of work has been carried out over the last 12 months to explore various procurement options for Waverley.

The document notes that the successful tender “scored very highly on quality as well as being below budget”.

The contract has been held by Veolia since 2004. Biffa has vowed to “work closely” with Veolia to ensure a smooth transition until then.

‘Comparable’

Councillor Andrew Bolton, portfolio holder for the environment at Waverley Borough Council, says he is looking forward to working with Biffa on the deal, which also covers street cleaning.

“Procuring efficient, effective and economic waste, recycling and street cleaning services is a high priority for the council,” he explained.

Mr Bolton added: ”The contract, which is worth £4.7 million a year and comparable to what we are currently paying, is the single largest council contract awarded and we are delighted that we can work with Biffa.

“I’d also like to thank Veolia for providing an excellent service of a very high standard to Waverley’s residents for the past 14 years.”

Fleet

In time for the new deal, Biffa says it will be implementing a brand new fleet of vehicles in the borough to deliver “enhanced kerbside collection services” as well as the extra services.

Roger Edwards, managing director at Biffa’s municipal division, said: “We’re delighted to have been awarded the contract for waste collection and street cleansing for Waverley Borough Council. We’ll be ensuring our fleet provide a seamless takeover from the current waste collection provider, while delivering cost-effective services”.

Technology

For the contact, which also has an optional two year extension, Biffa says it will also be using technology including cameras on all vehicles to make work on the highways safer and as evidence for cleansing inspections.

The company says data collected from on-board technology and cameras will be analysed to improve cleansing standards and target hotspot locations.

In addition, Biffa will be supporting the Safer Waverley Partnership and working towards a plastic free status at the Bourne Mill depot.

Waverley

The borough of Waverley is a local government district in Surrey, with a population of around 123,300 people. It includes the town of Godalming. The council is part of the Surrey Waste Partnership – the authority which manages waste disposal for 11 district and borough councils in the county.
