Agency suspends plastic packaging waste exporter

The Environment Agency announced on Friday 7 September that an exporter of plastic packaging waste for recycling has had its accreditation suspended under the PRN system.

In a letter, the Agency said that with effect from midday on 7 September 2018, J. and A. Young (Leicester) Ltd of Saxon Way East, Oakley Hay Industrial Estate, Corby has had its exporter accreditation suspended.

In a letter to the packaging waste sector including exporters, compliance schemes and reprocessors, the Agency said that with reference to the company, which has Accreditation Number: EX182015108, “evidence may not be issued on packaging exported during a period of suspension.”

The Agency added that it would notify the sector “if the suspension is removed”. No timescale was given in the letter.

Accreditation is important under the packaging waste system as it means that exporters of packaging waste, such as plastics for recycling, are eligible to raise export PRNs which can be sold as evidence of recycling under the UK’s PRN packaging waste system.

J. & A. Young (often known as Jayplas) are considered a major plastics recycler within the packaging recycling sector and the suspension is likely to impact on the PRN marketplace. PRN prices are currently in the low seventies, circa £71, in terms of plastic PRNs and some in the sector had already been expecting prices to rise in the coming months.

The Agency also noted that its publication of the notice follows feedback received, in that it had agreed that it would “now send communications when a reprocessor or exporter is suspended or cancelled”.

Details of the suspension are also publicly available on the National Packaging Waste Database website under the public registers section for packaging at NPWD .
