Dundee city council has granted planning permission for the development of an energy recovery facility to be operated by the German-owned waste company MVV Environment Services.
The facility which would be located on Forties Road at Baldovie in the east of city has a proposed capacity to treat up to 110,000 tonnes of waste per year from the local region. Councillors approved plans for the plant at a meeting last week (24 March).

The plant would be built in the event that MVV is successful in securing a 20-25 year contract to treat waste on behalf of Dundee and Angus councils, for which it is the sole remaining bidder. Firms including Amey, Suez and Veolia had initially been shortlisted alongside MVV for the contract.
Dundee and Angus councils are expected to provide between 70,000 and 90,000 tonnes of waste per year if the plant becomes operational.

The new plant would replace the existing facility operated by Dundee Energy Recovery Limited, a local authority-owned company which has operated a plant close to the Forties Road site since 1994.
According to planning documents submitted by MVV, the facility would incorporate grate incineration technology, with steam from the process to be used as a heat source for tyre production at a nearby factory operated by the tyre manufacturer Michelin.
The building has been designed to measure 134 metres in length, and 38 metres in height, with an exhaust stack measuring 90 metres.
The architectural design of the facility has been developed having regard to the landscape of the site and surrounding area, MVV has claimed. Timescales for the completion of the facility have yet to be outlined, due to the ongoing procurement of the residual waste contract.

Commenting on the plans, Paul Carey, managing director of MVV Environment Services, said: “We offer a comprehensive, modern, environmentally and economically sound solution to make optimum use of residual household waste.

MVV’s flagship facility in the UK is currently its 245,000 tonnes per year energy from waste plant at Devonport near Plymouth, which process waste on behalf of three Devon local authorities. The company also operates a biomass plant at Ridham Docks in kent.
In Germany, MVV operates five energy from waste and biomass facilities, managing 1.6 million tonnes of waste per year.
