Wales sees MRF target material boost but England static

Data on the quality of material received at material recovery facilities (MRFs) has been published for the third quarter of 2016 – suggesting that the volume of ‘target’ material received at facilities stood at close to 87%.

Published on WRAP’s Materials Facility Reporting Portal yesterday (9 February), the data charts the volume of ‘target’ and ‘non-target’ material received at 101 registered MRFs in England and Wales from July to September 2016.

In total, the tonnage of mixed material recorded by facilities operators stood at 852,397 tonnes across the quarter.

The figures, which came from 89 facilities in England and 12 in Wales, indicate that the average percentage of target material received in Q3 2016 stood at 87.1% for England, and 88.9% for Wales.

This represents a 0.1% decrease in ‘target’ material for England, and a 1.3% uplift in quality for Wales compared to the previous quarter’s data (see letsrecycle.com story).

But, the data suggests that compared to previous quarters there has been very little movement on the input contamination during the time that MRFs have been required to record the quality of the material entering their gates.

Looking at the third quarter figures for England in terms of the materials captured, samples suggested that the volume of target material for paper stood at an average of 97.5%, for plastic, 90.5%, for metal 93.6% and glass 90.7%. This compares to Wales, which saw a breakdown of 97% target material in paper, 93.8% for plastic, 98% for metal, but 88.5% for glass.

MRFs in England have recorded a ‘target’ material rate of close to 86% since the reporting requirements came into effect in the final quarter of 2014, while in Wales this figure has fallen slightly from the 90% figure recorded over the same period.

Requirements

Data on the level of target and non-target material has been recorded by MRF operators since requirements to begin sampling and reporting the quality of loads came into effect in October 2014.

The figures, which were published on the WRAP Materials Facility portal, are the eighth set published under sampling and reporting obligations for MRF operators receiving more than 1,000 tonnes of mixed waste each year.

The regulations aim to bring ‘more transparency’ to the sorting and recycling of household waste by requiring MRF operators receiving more than 1,000 tonnes of mixed waste each year have been required to report the quality of input and output material sorted at facilities.
