Slough borough council is continuing work to take its waste and recycling service in-house, when its existing contract with Amey expires in November 2017.
Councillors were offered an update on progress made in setting up a Local Authority Controlled Company (LACC) to handle waste collections at a meeting last week – with the council confirming it has entered into discussion with Amey on the hand-over of the service.
In a report to Slough’s Overview & Scrutiny committee last week (12 January), interim chief executive Roger Parkin said Amey had been ‘responsive and supportive’ to the council’s plans and would offer support in areas of ‘transition’.
The report stated: “…the council has begun facilitation of mobilisation to form the company, commencing engagement with the contractor, the workforce and have set up a dedicated project management team to lead this transition which is overseen by the Programme Board with interim chief executive as sponsor. Amey has been responsive and supportive in the decision by the council and have written to the council to offer support in the areas of transition currently under consideration.”
‘Provisions’
The council has added that while it does not intend to extend the contract with Amey, it is considering ‘discussing provisions’ with the contract for a proposal to extend the deal should it need to, a proposal that would require approval by Cabinet.
A ‘Memorandum of Understanding’ is currently being prepared to reinforce the commercial process for demobilisation of the contract agreed between Slough borough council and Amey, the council added.
Slough council voted to establish a LACC to handle collections at a meeting in September 2016, which also includes management of household waste recycling centres, street cleansing and grounds and highways maintenance. It aims to recycle at least 60% of its waste by 2028 (see letsrecycle.com story).
Progress
The report concludes: “Marked progress is being made regarding the commercial composition and governance of the proposed Local Authority Controlled Company and Overview & Scrutiny Committee is requested to take note and comment on the proposed governance arrangements and responsibilities for management of the LACC and proposed organisational structure both for the council and LACC.”
